Executive Leadership in Digital Transformation of Distribution Utilities: Strategic Decision-Making and Governance Frameworks for Regulated Energy Markets
Abstract:
Digital transformation has become one of the defining strategic imperatives for distribution utilities and energy sector organizations operating within regulated markets. While the technical dimensions of this transformation — smart grid infrastructure, advanced metering systems, and digital operational platforms — have attracted considerable academic and industry attention, the executive leadership and governance dimensions remain comparatively underexplored. This paper argues that the success or failure of digital transformation initiatives in regulated energy enterprises is determined less by technological capability and more by the quality of executive decision-making, governance architecture, and strategic alignment established by senior leadership teams. Drawing upon two decades of operational and executive experience across electricity distribution, retail, and renewable energy sectors in Turkey, this study examines how boards of directors and C-suite executives navigate the intersection of digital modernization, regulatory compliance, stakeholder management, and long-term value creation. The paper proposes a Strategic Leadership Framework for Digital Transformation in Regulated Utilities that connects governance design, investment prioritization, risk management, and organizational adaptability into a unified model for executive decision-making. Findings suggest that regulated energy enterprises capable of integrating digital transformation within robust governance structures achieve stronger competitive positioning, more resilient operational performance, and more sustainable stakeholder value than those pursuing technology adoption in isolation from broader strategic and institutional considerations.

Erol Degerli is an energy sector executive with over 20 years of leadership experience across electricity distribution, retail energy sales, project finance, and renewable energy development in Turkey's regulated markets. He served as General Manager of CK Akdeniz Elektrik Perakende Satış A.Ş., overseeing all operations of a retail electricity company with more than 2 million customers, and previously held the role of CFO & Regulation Director at Sakarya Elektrik Satış A.Ş. under Akkök Holding, where he directed financial governance, regulatory strategy, and long-term investment planning. Earlier in his career, he worked in project and acquisition finance at Garanti Bank, evaluating energy sector investments and preparing long-term financial models. He currently serves as Chairman of the Board at KT Solar Enerji Elektrik Üretim Tic. A.Ş., overseeing solar power plant development across land-based and rooftop installations. Degerli holds a degree in Political Science and Public Administration from Middle East Technical University (METU) and completed the Upper Management Development Programme at Sabancı University.
