Building the Future of Open Networks: Lessons from a $50M NTIA-Funded Open RAN Innovation Initiative
The telecommunications industry is undergoing a transformative shift from traditional proprietary radio access networks toward open, intelligent, and software-driven architectures. Open Radio Access Networks (Open RAN) have emerged as a key enabler of innovation, interoperability, vendor diversity, and network resilience, while creating new opportunities to integrate artificial intelligence (AI), cloud-native technologies, and automation into next-generation wireless ecosystems. However, realizing the full potential of Open RAN requires overcoming significant challenges related to multi-vendor interoperability, system integration, testing, security, and operational scalability.


This keynote presents practical insights from leading one of the United States' largest Open RAN innovation initiatives under the $50 million National Telecommunications and Information Administration (NTIA)-funded Open RAN Center for Integration & Deployment (ORCID) Lab. Drawing upon real-world implementation experience, the session explores how collaborative innovation among operators, equipment vendors, software developers, government agencies, and research institutions can accelerate the commercialization of interoperable Open RAN solutions.


The presentation highlights the development of an Open RAN interoperability framework, large-scale automated validation processes, vendor onboarding strategies, cloud-native deployment methodologies, and AI-assisted testing approaches that significantly improved integration efficiency and ecosystem collaboration. It also discusses the critical role of government-supported innovation programs in fostering open ecosystems, strengthening supply chain diversity, and advancing national digital infrastructure.
Finally, the keynote examines the future evolution of Open RAN through AI-driven autonomous networks, intelligent network optimization, digital twins, and emerging 6G architectures. By sharing lessons learned from a nationally significant innovation program, this session provides researchers, industry professionals, policymakers, and technology leaders with practical guidance for building resilient, secure, and intelligent open wireless networks that will shape the future of global communications.

Sachin Singh is a Senior Manager – National RAN at EchoStar Corporation (DISH Wireless), USA, with over 24 years of global experience in wireless telecommunications, specializing in 5G, Open RAN (O-RAN), AI-driven network automation, cloud-native architectures, and next-generation mobile communications. He has played a key leadership role in the deployment of one of the world's first commercial cloud-native Open RAN networks in the United States and served as the Lead Technical Program Manager for the $50 million National Telecommunications and Information Administration (NTIA)-funded Open RAN Center for Integration & Deployment (ORCID) Lab, advancing Open RAN interoperability and ecosystem innovation.


Sachin is an IEEE Senior Member, researcher, author, keynote speaker, and reviewer for several IEEE and international conferences. He has published numerous research papers in IEEE and Springer proceedings and is the author of the book "5G Mobile Communication Systems." His research focuses on Open RAN, artificial intelligence for wireless networks, network security, cloud-native telecommunications, and next-generation mobile technologies. His contributions to AI-enabled 5G security have been recognized with international awards, including a Best Paper Award, and he continues to contribute to the advancement of intelligent, secure, and interoperable communication networks through research, innovation, and industry leadership.
