Abstract:

Artificial intelligence is increasingly transforming national security and enterprise resilience by strengthening intelligence processing, cybersecurity, operational planning, and critical infrastructure management. The framework emphasizes that effective AI adoption begins with reliable data infrastructure, standardized inputs, and robust validation pipelines. AI-enabled intelligence systems can automate multi-sensor data processing, prioritize high-risk cases, and support analysts in handling complex security information more efficiently. In cybersecurity, behavior-based detection and automated response mechanisms enable organizations to identify anomalous activities and respond to emerging threats at machine speed. Generative AI further supports decision-making by synthesizing multi-source information while maintaining traceability, auditability, and human oversight. However, emerging risks such as data poisoning, model tampering, rapidly evolving attack surfaces, and AI supply-chain vulnerabilities require stronger security controls. Robust governance involving red-team evaluation, human review, bias mitigation, and cryptographic assurance is therefore essential for trustworthy AI deployment. Overall, sustainable AI-enabled resilience requires continuous monitoring, model maintenance, controlled operational testing, and gradual scaling based on demonstrated reliability.
