AI-Native Enterprise Delivery Using Agentic Squads and Governance Intelligence
Abstract:
Enterprise delivery has evolved beyond the coordination models traditionally used to manage it. Large organizations now operate across distributed teams, interconnected platforms, regulatory constraints, complex dependencies, and rapidly changing priorities. Yet portfolio execution often remains dependent on fragmented tools, retrospective metrics, recurring meetings, and manual intervention. This talk introduces an AI-native enterprise delivery operating system that treats execution as a continuously sensing, reasoning, and learning system. The proposed architecture combines six integrated layers: experience and intent, delivery knowledge graph, telemetry and state, reasoning and optimization, orchestration, and governance intelligence. Within this model, specialized agentic squads support planning, dependency reasoning, quality and risk assessment, and flow optimization, while human leaders retain authority over strategic, irreversible, ethical, and high-impact decisions. Delivery telemetry functions as an enterprise nervous system, enabling leading risk indicators, predictive insights, and causal reasoning rather than relying solely on historical reporting. Governance intelligence constrains autonomy through machine-interpretable policies, clearly defined decision rights, traceable evidence, and risk-based approval boundaries. The session also presents a closed-loop lifecycle of sensing, diagnosing, hypothesizing, simulating, acting, and learning, enabling delivery systems to continuously adapt based on operational outcomes. The objective is not automation for its own sake, but the creation of more resilient, evidence-driven portfolio execution with stronger decision quality, improved flow, greater strategic alignment, and continuous organizational learning. This approach preserves human accountability while enabling appropriately governed autonomy at enterprise scale.

Rasik Borkar is an accomplished Technical Program Manager and Agile transformation leader with more than 13 years of experience across financial services, healthcare, insurance, engineering, and enterprise technology. Currently at Visa, he leads complex, cross-functional technology programs spanning multiple Agile teams, with responsibility for end-to-end planning, execution, dependency management, risk mitigation, and production delivery.His expertise includes Scaled Agile Framework (SAFe), Agile governance, cloud-based CRM platforms, program metrics, data-driven decision-making, and continuous improvement. He works closely with product owners, architects, engineering leaders, and business stakeholders to improve delivery predictability, remove execution barriers, manage evolving requirements, and ensure that technology programs align with Visa's objectives for security, operational excellence, compliance, and quality. Rasik also leverages platforms and tools including Jira Align, Jira, SQL, Power BI, Microsoft Dynamics, Confluence, and SharePoint to strengthen program visibility, performance measurement, portfolio governance, and executive reporting. Beyond his corporate leadership, Rasik contributes actively to the broader technology, AI, and innovation ecosystem through judging, peer review, conference leadership, and scholarly work.
He has served as a judge for technology and AI competitions, including the LIVE AI Hackathon and Make Ohio Hackathon, and has contributed to the IEEE-sponsored conference as a peer reviewer, session chair, and invited speaker. His scholarly work reflects his continued engagement with emerging areas including artificial intelligence, data analytics, fraud detection, and technology-enabled decision systems.
